City Hall and Regional Community Center - City of Rancho Santa Margarita

This award-winning 50,000 gsf project consists of a 25,000 gsf Community Center and a 25,000 gsf City Hall, separated by a partly-covered pedestrian paseo. Location and neighborhood have required a 4-sided design. The bell tower (the City’s theme signature) was equipped with 7 cast bronze bells imported from The Netherlands. The facility adjoins a City Park and access is required through the structure to it. Each of the two individual clients—the City and The Bell Tower Foundation—had a financial and political interest in the project, and the facility has had high public view and scrutiny. The project was completed on time and on budget, under a very aggressive construction schedule of 12 months. The project was delivered with Griffin Structures as Program Manager at Risk™, with a Guaranteed Maximum Price (GMP) of $17 million. Upon close-out, actual cost of the project was $16.6 million and $400,000 was returned to the City. The project received the award as 2004 American Public Works Association building of the Year for facilities in its category.
