Civic Center Feasibility Analysis and Conceptual Design - City of Newport Beach
This project began with an extensive needs assessment study for City Hall facilities. This phase of work was followed by preparation of a specific Architectural Program for new City Hall facilities, and an evaluation of five implementation alternatives for providing replacement and renovated facilities, with site master plans, cost estimates, and delivery methods.
The needs assessment portion of the project included projection of staff based on evaluation of various growth projection parameters, analysis of budget changes in the City for the past 20 years, and a future projection window of up to 20 years in the future. This phase of work was followed by preparation of a specific Architectural Program for new City Hall facilities, and an evaluation of five implementation alternatives for providing replacement and renovated facilities, with site master plans, cost estimates, and delivery methods.
The project grew to include not only the City Hall, but also the adjacent Fire Station (administrative HQ) and assessment of meeting parking requirements through the construction of a multi-level parking structure. An interesting element of the parking structure is inclusion of a Community Center meeting facility.
The City elected to proceed into Schematic Design and Design Development, in order to evaluate site requirements, implications of site line adjustment options, design details, and construction costs.
