Development Services Center (City Hall Ross Annex) - Santa Ana, California
This project consisted of the development of a new, four-story 80,000 square foot facility housing the Public Works, and Planning and Building Agencies, and a community-serving 6,000 gsf “one-stop shop.” A primary feature of the new Development Services Center is “smart-building” design, specific for the technical needs of the occupants. Griffin provided overall project management services, and held the contracts for design and construction management. We were responsible for quality control, including design bidability. This project was delivered to the City on a turnkey, program management “at risk” basis, with a guaranteed maximum price of $11.7 million. The building was financed by the capitalization of current leases for agencies occupying the new building.
Following construction of the Ross Annex to City Hall, Griffin was contracted to undertake delivery of a very complex $2 million renovation of the existing 8-floor City Hall office tower. Critical to execution of this work was the fact that all functions were to remain in operation during the project, with a “rolling” relocation plan from area to area as project components were completed.
